Qualifying for Enhanced Carrier Route Postage Rates

Description: This tech note explains the qualification requirements for achieving Enhanced Carrier Route Walk Sequence Saturation (ECRWSS) and High-Density (ECRHD) rates for both Standard and Periodical mailings.


Basic Qualification Criteria

In order to qualify for the rates, mailings must meet the following basic criteria:

  • Addresses must contain both carrier routes and unique walk sequence numbers.
    NOTE: The Address Correction Wizard automatically assigns the carrier route, but does not provide walk sequence data. To obtain this data, run the Data Services Wizard, located in the Address Quality section.
  • The walk sequence numbers must have been generated within the last 90 days.
  • For saturation rates, the mailing must consist of at least 90 percent of the total active residential deliveries per carrier route or at least 75 percent of the total number of possible active deliveries (both business and residential) per carrier route.
  • For high density rates, the mailing must consist of a minimum 125 pieces per carrier route.
  • Qualification standards for Periodical mailings differ by In-County vs. Out-of-County and other criteria. Please review the DMM link below for details.
